The Minister of Foreign Affairs of Bosnia and Herzegovina, Elmedin Konaković, met with United States Undersecretary of State for Political Affairs Allison Hooker; Joshua Volz, the Special Envoy for Global Energy Integration from the U.S. Department of Energy; and Senior Advisor to the U.S. Secretary of Energy, Andy Rapp, on April 28 in Dubrovnik during the Three Seas Initiative.
Minister Konaković expressed gratitude to the United States for its continuous and strong support of Bosnia and Herzegovina's European path, Euro-Atlantic integrations, and the preservation of its sovereignty and territorial integrity, as established by the Dayton Peace Agreement. He emphasized that the United States remains a key strategic partner and an important guarantor of regional stability.
During his meeting with Undersecretary Hooker, Minister Konaković highlighted Bosnia and Herzegovina's commitment to being a reliable partner of the United States in strengthening regional stability and addressing modern security challenges globally. He noted that U.S. involvement serves as an important deterrent against destabilizing activities and malign Russian influences in the region. The Southern Gas Interconnection was particularly emphasized as a strategic project that connects Bosnia and Herzegovina to the European gas network and LNG sources, thereby enhancing energy security and reducing dependence on a single supplier.
In a separate discussion with Special Envoy Joshua Volz and Senior Advisor Andy Rapp, Minister Konaković expressed appreciation for the U.S. interest in infrastructure projects crucial for the long-term stability and economic development of Bosnia and Herzegovina. He reiterated the strategic significance of the Southern Gas Interconnection, viewing the project as essential not just for infrastructure investment but also for energy security, resilience, and independence from a singular gas supply source. Minister Konaković pointed out that energy diversification is vital for sovereignty, long-term stability, and resilience, and emphasized that the realization of this project would facilitate deeper integration of Bosnia and Herzegovina into European energy markets, with the United States as a long-term partner.
The Minister underscored the importance of depoliticizing strategic infrastructure projects such as the Southern Gas Interconnection to transition from political discussions to concrete implementation, supported by clear institutional and legal frameworks. The participants agreed that the successful execution of projects such as the Southern Gas Interconnection, along with a stable legislative environment, could further attract American investors to Bosnia and Herzegovina.
